Was Kant a Cosmopolitan?

In current philosophical debates, cosmopolitanism is often defined in terms of a concern with global distributive justice, including global economic justice. It might seem as though Kant would not qualify as a cosmopolitan in these terms, because he barely addresses this issue. By reconstructing Kant's position on (global) economic justice on the basis of his texts, I shall answer the question in the title of this talk.
